Jose J. Mantrana

Principal

Jose J. Mantrana, PE is the Principal Engineer at Arco Engineering PC, with over 23 years of experience, He is a licensed Professional Engineer in NJ and NY, excelling in project engineering, management, inspections, and client relations. Jose founded Arco Engineering in 2006, growing it to a team of 11 professionals. His goal is to expand the company and pursue a Master's degree in Structural Engineering. With a background in naval ship design and building repairs, Jose mentors junior engineers and oversees projects in MEP design, structural design, and more for clients in NY and NJ.

Armia Samuel

Principal & Partner | VP of Engineering Operations

Armia Samuel, P.E., is a Principal & Partner at Arco Engineering PC and serves as VP of Engineering Operations, bringing over 18 years of experience in design and construction management across a wide range of projects. A licensed Professional Engineer in both New Jersey and New York, Armia leads Arco’s structural professional operations, ensuring quality, consistency, and timely delivery across the firm’s portfolio. Since joining the Arco Engineering team in July 2025, he has played a key role in structural system design for high- and mid-rise buildings, residential and commercial structures, hospitals, warehouses, concrete plants, churches, schools, retaining walls, and diverse foundation systems. With extensive knowledge of applicable building codes and regulations, Armia produces precise structural designs and calculations, prepares detailed proposals, reviews site data, develops alternative design options, and coordinates final structural deliverables closely with project architects and the MEP team across NY and NJ.
